PASSHE Foundation is the philanthropic arm of Pennsylvania’s State System of Higher Education. For over forty years, we have connected donors, partners, employers, and campuses to expand access to high quality, affordable education and to advance the Commonwealth’s talent needs.
Our work ensures that students across the State System have the resources, opportunities, and pathways they need to succeed in college and build long term economic mobility. We also support universities in developing career connected learning, strengthening employer relationships, and piloting innovations that prepare students for in demand careers.
Everything we do is guided by our mission and our shared vision for the future, outlined in our 2025–2030 strategic plan.

We bring thought leadership to universities, employers, and public agencies by strengthening connections, developing strategic partnerships, and securing resources that advance workforce readiness.
2. Increasing Opportunity, Affordability, and Achievement
We expand access to high quality education by growing scholarships, enhancing student exposure to PASSHE institutions, and supporting pathways that create long term economic mobility.
3. Operating as a High Performing Organization
We invest in our staff, board, infrastructure, and financial model to ensure lasting impact and strong stewardship for every partner and donor.
