Lynn is a retired health care executive with over 30 years’ experience in human resources, finance and clinical operations. She has a strong interest in leadership development and continuing education. I have served on the PASSHE Foundation Board since 2015 and have found the work to be both challenging and rewarding.

Matthew Steck is an owner and Partner at the Public Affairs and Lobbying Firm Greenlee Partners, LLC., based in Harrisburg, Pennsylvania. A graduate of Shippensburg University with a BA in Government Administration, he also serves on the University’s Council of Trustees.
“My role as a member of the Foundation Board allows me to give back to the System, and it’s students, who are the next generation of leaders and job creators in the Commonwealth. Our role is to assist the System and member institutions in creating a quality, affordable education for all who want to attend. Our efforts on the Board help create opportunities that benefit students from diverse backgrounds at all System institutions.”
A graduate of Southern Methodist University with a B.S. in Biology, Marion is interested in helping to provide affordable advanced education for students of all ages and economic backgrounds. She has been actively involved in fund raising for decades and served as Campaign Chair of The United Way of the Capital Region as well as serving as Director Emeritus of The Harrisburg Academy, The Whitaker Center, The Susquehanna Art Museum, and The Harrisburg Symphony where she had leadership roles in their capitol campaigns.

Gail M. D’Angelo, Administrative Vice President and Regional CRA Manager for M & T Bank, is responsible for compliance with the Community Reinvestment Act across the bank’s Pennsylvania footprint as well as helping to direct more than $3.5 million in charitable contributions and tax credit payments throughout the bank’s seven Pennsylvania regions. Gail also supports internal volunteer efforts such as the Women’s Interest Network (WIN) resource group, African American Resource Group (AARG) and the Next Steps Forward Committee (a deeper understanding of social justice and the bank’s diversity, inclusion and belonging focus) as well as serves on the boards of Camp Curtin YMCA, Harrisburg; Junior Achievement of South Central PA, York; and the Pennsylvania State System of Higher Education Foundation, Harrisburg.
“With a focus on helping individuals and families of low and moderate income, I feel that my service on the PASSHE Foundation Board provides an opportunity for me to advocate for people who may not see continuing education as an option. The PASSHE Foundation helps pave the way for access to education for ALL individuals with a clear understanding that higher education is a pathway to self-sufficiency that aligns very nicely with my professional (and personal) life and is a true value add for me.”
David Kerr was appointed President, External Affairs of AT&T Pennsylvania in May, 2019. In this role, David helps develop and implement AT&T’s public policy and philanthropic initiatives in the Commonwealth of Pennsylvania. He is also AT&T’s primary contact to state and local government officials, as well as policymakers and community leaders statewide. David has served several roles within AT&T over the past 17 years and prior to that served eight years in state government.

As PSECU’s Chief Member Experience Officer, Barb ensures that the 480,000+ members of the state’s largest credit union receive differentiated, personalized experiences across all touchpoints. She and her team of professionals manage PSECU’s marketing and communications, analytics and research, Voice of the Customer, digital banking, and member engagement efforts.

Mr. Brantley is an International Management Specialist with The GIANT Company as a part of their International Management Training Program. He has previously worked at UPMC Pinnacle and VOLVO Construction Equipment and is a Shippensburg University alumnus where he participated in varsity track and field.

Jinaki Z. Bright has over twenty-five years of experience in education, as a teacher (elementary, middle and high schools), an administrator (elementary and middle schools), and an Instructional Coach providing professional development to schools locally, nationally and internationally.
She is the educational liaison for the Office of State Senator Vincent Hughes. Jinaki also provides administrative support to the Read to Succeed Philadelphia, a comprehensive, and intentional reading program that provides PreK-3rd grade students and their families with year-round opportunities.
Jinaki graduated from Temple University with a degree in Elementary Education. She earned a M.Ed. in Educational Administration from Cheyney University of Pennsylvania. She also has professional certifications in Elementary Education, ESL, Special Education and Education Administration.
Jinaki lives in Philadelphia with her husband, Kamau, a Philadelphia Fire Chief, and their three children.

Ashley Cook serves as Senior Vice President and Senior Philanthropic Specialist for Wells Fargo Philanthropic Services located within Wealth and Investment Management. In this role, Ashley helps individuals and families to define and achieve their charitable objectives as part of their overall wealth plans. This may include gift and tax planning, multi-generational planning, estate planning, and the creation and management of donor advised funds, private foundations, charitable trusts, and other charitable planning strategies. She also works extensively with nonprofit organizations, where she advises in the areas of gift planning, endowment management, and board governance. Ashley collaborates with her clients and their other advisors to leverage their resources to maximize the impact of their philanthropic activities. Ashley earned her Bachelor of Arts in Political Science from Eastern University and her Juris Doctor from Temple University’s Beasley School of Law.
Serving on the PASSHE Foundation Board allows Ashley to leverage her background as a consultant and convener of resources to further the vision of amplifying the System’s impact and ultimately the success of the students served.
Andy was named Vice President, Human Resources in January 2014. Andy began his career with the company in 1984 at Hersheypark and held various positions in the Foods Department at the Park over the next eight years. In 1992, he began his management career as Food Service Personnel Coordinator. Throughout his more than 20-year career with the company, Andy has held a variety of positions, including Manager Compensation/HRIS and Assistant General Manager of the Entertainment Complex. Prior to becoming the company’s Vice President, Human Resources, Andy served as Managing Director of Human Resources.
John Lufburrow is the market leader and executive for Eastern Pennsylvania regional markets for Highmark, Inc. In this role, Mr. Lufburrow is responsible for setting strategic objectives and overall performance on the market. Prior to joining Highmark in 2017, Mr. Lufburrow held various senior management positions in the pharmaceutical industry.
In service on the PASSHE Foundation Board, Mr. Lufburrow is able to leverage his passion for fundraising, relationship-building and long-term strategic planning.
Matt Lutcavage is vice president and chief human resource officer, of The GIANT Company, an omnichannel grocer known to customers as GIANT, MARTIN’S, GIANT Heirloom Market, GIANT Direct and MARTIN’s Direct that has been proudly serving families across Pennsylvania, Maryland, Virginia, and West Virginia since 1923. He earned both his bachelor’s degree and MBA at Bloomsburg University.
As a proud graduate of the Pennsylvania State System of Higher Education, Lutcavage enjoys his role in helping to support others receive both an affordable and quality education. Additionally, he is able to ensure that the PASSHE ambitions match the skill and capability needs of employers across the commonwealth.
Blake Lynch is a lifelong resident and proud advocate of Central Pennsylvania. He currently serves as the Senior Vice President and Chief Impact Officer of WITF Public Media, Central PA's PBS and NPR affiliate serving over 2.2 million listeners and viewers each month. Lynch is entrusted with leading the organization’s overall fundraising, corporate support, government & community relations, and marketing. .
As a passionate advocate for our families, especially our youth from underserved communities throughout Pennsylvania. Blake views his role as a PASSHE Foundation Board member to serve as a partner and liaison to ensure that the foundation is impactful in lives future generations to come.
Crystal Skotedis is a principal of Boyer & Ritter and co-chair of the firm’s Employee Benefits Plan Services Group. She provides audit, accounting, tax, and consulting services for a variety of clients in industry groups including large-scale professional services firms, manufacturers and distributors, associations, charities, and controlled groups. Crystal graduated from Bloomsburg University and is a Certified Public Accountant (CPA) and Certified Fraud Examiner (CFE).
Crystal is a passionate advocate for the continuity of quality higher education because of its contribution to an enriched economy, improved lives, and a more stable society. She sees her role on the PASSHE Foundation Board as an ambassador to help promote the foundation and support the mission as well as an investment in advancing a positive impact on future generations.
David N. Taylor is the President & CEO of the Pennsylvania Manufacturers’ Association, the Harrisburg-based statewide trade association representing the people who make things in the commonwealth. A native of Huntingdon PA and a graduate of Dickinson College, David lives near Hershey, PA, with his wife Erica, and their daughter Meredith.
“Serving on the Foundation board is a great opportunity to help each of our State System schools better serve their students and communities, as well as the commonwealth as a whole. I have a special interest in PASSHE’s role in building Pennsylvania’s workforce and helping to prepare our graduates for existing opportunities in today’s economy.”
Michael Varano is a portfolio manager at PFM Asset Management and specializes in short term, fixed income investments. Michael is a graduate of Bloomsburg University and resides in Mechanicsburg.

Cynthia Pritchard has over 35 years of executive planning, administration, communications, and programmatic experience in the nonprofit and private sectors. She served as the President of Philanthropy Delaware and led the philanthropic CARES collective funds design, implementation, and distribution for the state of Delaware. Pritchard has served as executive staff at United Way of Greater Augusta, Workforce Plus, a regional Department of Labor office; ACS, Department of Medicaid Services - customer call center; National Multiple Sclerosis Society; American Red Cross; and Nationwide Insurance. She has developed and implemented fund development programs, community impact models, and provided strategic and operational direction for multiple organization. Cynthia serves as a board member and leader of multiple local, state and national nonprofit organizations.
Cynthia holds a BA from Mansfield University in Personnel Administration and is a Master Candidate at Shippensburg University in Public Administration. She is a Certified Fundraising Executive and a graduate of the Institute for Corporate Social Responsibility.
